Context

Over the past 10 years the Climate Bonds Initiative (CBI) has successfully established a global green bonds market. We’ve materially contributed to a shift in investor perspectives, by framing the transition to a low-carbon economy from a burden – to an opportunity.

The next stage of development in addressing CBI’s mission is much deeper engagement with governments and the public sector, on three levels:

  • Government policy making: The focus is on supporting and encouraging measures to support a rapid growth in institutional investor and capital markets allocations in climate-related investments. A substantial part of this needs to be around real economy policy measures that stimulate green asset generation, including procurement requirements that drive green expenditures. Another part is the fiscally efficient means of supporting green investments, in particular blended finance measures. Measures could be taken at all levels of government.
  • Development banks, from multi-lateral to national and regional: Despite the clear need to scale-up investment in green activities, a rapid shift in global capital to support the transition to a lower carbon economy will only happen if policies that block this flow of capital are addressed. The solution is a plethora of blended finance options where public sector capital leverages private capital in adequate scale to meet what will be a global $90-100 trillion investment requirement. There is huge opportunity to transform the world’s development banks from direct lenders to green-focused leverage facilities. Private capital will follow, vastly increasing the green investment footprint at a global scale.
  • Regulators and central banks: Regulators and central banks around the world have been grappling with the challenge of addressing the potential risks of financial stability arising from a mixture of climate change impacts and climate policy changes. This is what truly drives real economic changes. CBI has been engaging with regulators and central banks on suitable measures, from asset purchasing to prudential risk.

These areas of work require deep engagement, and a suitably experienced and qualified Head of Policy to lead the way. As an integral part of the management team, the Head of Policy will have a broad scope of responsibility, ranging from strategy development to the practical implementation of CBI’s policy activities.

In this role, the Head of Policy will act as an ambassador, representing CBI externally to raise our profile and amplify our voice. We expect the incumbent to come with their own extensive network and leverage off their own contacts. Working with key decision-makers the incumbent should help influence positive change, by challenging government, policy-makers, regulators, and business to align with the objectives of the CBI in taking the necessary steps to mobilise capital for climate action.

Job Purpose

  • Work closely with the CEO and CBI’s Strategy Committee to lead and support strategy and the implementation of CBI’s Policy activities.
  • Oversee Policy programmes and project pipelines from funding to execution.

Key Relationships

  • External relationships include government departments, key influential people, alliance partners in the NGO community, project partners and funders.
  • Internal relationships include Senior Management Team (SMT), Standards Team, Regional Teams, and Commercial Teams, amongst others.

Key Responsibilities and Duties

Strategic Leadership and Management

  • Provide leadership and direction in CBI’s strategic Policy Programmes through targeted advocacy, decision-making processes, and programme planning.
  • Continue the development of a comprehensive Strategy for CBI’s Policy Programme, that will guide the delivery of Policy projects that align with the strategic vision of the CBI.
  • Oversee Planning and Implementation of CBI’s Policy Portfolio of Projects and Programmes, working closely with the Director of Programmes.
  • Ensure effective and regular dialogue with relevant teams to promote problem-solving, teamwork and risk sharing.
  • Develop and execute the Transition Programme for Policy; collaborating with other core technical teams to plan and deliver this Programme.
  • Provide input into the development of fundraising applications for policy work; and/or support the Programme design team in developing potential bids and proposals.
  • Create and maintain ongoing stakeholder engagement plans and relationships with key partners and influential people, from a Policy perspective
  • Support a highly engaged, diverse, and capable team to execute Programme Plans and Strategies, promoting knowledge sharing.
  • Represent the CBI at high-level stakeholder engagements.
  • Attend relevant conferences and events and when possible, present CBI’s work.
  • Explore and initiate collaborative working with other relevant partners and stakeholders.
  • Bring thought leadership that represents the CBI’s overall mission and objectives into the climate policy arena.
  • Secure resources and expertise as required within the Policy Team, E.g., Appointing key hires in the Policy Teams when needed.
  • Ensure that the Policy work we undertake is done so in a rigorous, evidence-based, measurable manner, and is well-communicated both internally and externally.

Advocacy, Awareness & Communications

  • Represent the CBI at high-level stakeholder engagements.
  • Attend relevant conferences and events and when possible, present CBI’s work.
  • Explore and initiate collaborative working with other relevant partners and stakeholders.
  • Develop and translate CBI’s policy work through external stakeholder engagement plans and initiatives, developed with the support of the CBI Communications Team to expand our reach and amplify our impact.
  • Bring thought leadership that represents the CBI’s overall mission and objectives into the climate policy arena.

Other

  • Management of the Policy Team.
  • Integrate a policy focus into all areas of CBI’s work.
  • Establish and maintain strong relationships within our Senior Management Team (SMT), engaging, collaborating, and reporting on the Policy Teams undertakings.
  • Secure resources and expertise as required within the Policy Team, E.g., Appointing key hires in the Policy Teams when needed.

Requirements

Qualifications and Experience:

Essential:

  • Extensive relevant management and industry experience in the Policy space.
  • Excellent communication skills, both written and verbal.
  • Ability to communicate confidently both upwards and downwards.
  • Superior managerial and diplomacy skills.
  • Excellent organizational skills and attention to detail.
  • Ability to show initiative in developing the role and to work with minimal supervision.
  • Ability to manage, coordinate and prioritise across multiple tasks, projects, and deadlines.
