This is a construction package management role within an external client’s Offshore Foundation Transport & Installation package for an offshore wind farm currently in the pre-construction phase and has various main functions:

  • Contract management, preparation and review of Technical Communication Notes;
  • Package / Contractor interface; various – HSE, QA and QC, consent compliance, stakeholder engagement and site conditions (geophysical, geotechnical and metocean);
  • Package Document Control;
  • Assisting in Factory Acceptance Tests or audits of contractors and their sub-contractors and
  • Assisting in the daily management of contractors once the Project moves into the construction phase

Organisational Context 

  • Regular communication with clients and external contractors
  • Some communication with other groups within RES
  • The role could be working at a client’s office (central London) or in a RES office working within a RES team or acting alone for a client and reporting to the client’s Package Manager in parallel to the Lead Project Engineer

Key Accountabilities

In addition to the client’s package functions listed under ‘Job Purpose/Summary Details’ above, more general key accountabilities associated with the role will include;

  • Responsible, as directed, for providing project engineering services to clients that are, for example, owners, financiers, bidders or developers of offshore wind farms that are in various phases (eg design, construction, commissioning or operations)
  • Responsible, as directed, for providing project engineering services to support the delivery of asset management services by other departments within Offshore to clients (including owners or operators of offshore renewable energy assets).
  • Providing ‘project engineering services’ in the above two points means, providing and/or coordinating the input of the necessary engineering and technical support needed to deliver services. This could include:
  • Proactively identifying engineering issues and risks to be addressed
  • Managing the production of Design Plans
  • Producing calculations and reports
  • Reviewing project or package schedules to identify and plan engineering input
  • Monitoring engineering progress
  • Identifying and implementing areas of process improvement
  • Assisting in the co-ordination of engineering activities across a range of packages and within quality standards
  • Supervision of ongoing offshore operations from a technical level
  • For certain opportunities, the role could require taking a project management role in leading or supporting delivery of the services to the client
  • Support in the estimating of project costs, resource requirements and budgets
  • Manage, and be responsible for (to the extent reasonable given the nature of the contract with the client), their own output and the output from the team ensuring it meets the requirements of the contract with the client (in terms of safety, quality and programme) and is delivered within the RES cost plan for the project
  • Must be competent at managing interfaces between construction packages, Marine Warranty Surveyor, Consents Compliance and Health, Safety and Environment
  • Take ownership of the incoming contractor deliverables, distributing to the relevant parties for review and returning comments to the contractors
  • Provide direction, guidance and assurance to the team when preparing documentation for issue externally to ensure it is of a consistently high standard
  • Understand the respective quality, safety and environmental management systems that apply to the work and ensure that these are adhered to at all times
  • Ensure that the client’s measures of success are well understood and that proactive steps are taken to ensure they are met and that this is discussed (as appropriate) with the client
  • Support or lead as appropriate the appointment and management of external consultants and contractors as and when required by the client and/or workload
  • Generally support the business development activities of Offshore
  • When working for a client, undertake business development activities as appropriate to the role being delivered for the client. This could range from leading discussions with the client about future work we may deliver for them to managing or assisting with the preparation of bid documentation

Knowledge 

  • Good knowledge of Transportation and Installation of Offshore Wind Foundations would be advantageous
  • Broad engineering knowledge covering, at a high level, all aspects of offshore wind farm design and operation
  • Knowledge of project management methodologies
  • Some knowledge of the techno-economic issues faced, and how they are addressed, by offshore wind projects as they progress through from consent to construction and into operation
  • Some knowledge of people management and leadership
  • Knowledge of health and safety regulations within the offshore environment
  • An understanding of CDM
  • An understanding of technical and contractual interfaces

Skills

  • Good project management skills
  • An ability to appreciate multiple points of view and exercise technical judgement
  • An appreciation of the importance of design control and document management
    / project governance
  • Ability to work under pressure at a detailed level (for example reviewing or drafting contract schedules)
  • Ability to see the bigger picture (for example to develop a strategic approach to solving a particular problem)
  • Excellent communication skills including report writing and presentation and the ability to communicate effectively with clients, contractors and consultants
  • Ability to manage own workload and meet demanding timescales on a number of potentially simultaneous projects
  • Ability to work as a member of a team and to react positively to the varying challenges of projects

Experience 

  • Delivering engineering and/or technical services and solutions on complex engineering projects
  • Managing multi-disciplinary project teams on complex engineering projects, including external consultants and contractors
  • Preparing and issuing tender packages for sub consultants and contractors and evaluating the responses
  • Developing technical aspects of tenders to clients
  • Interacting with clients in a sales support role

 Qualifications

  • Engineering degree in mechanical, structural electrical engineering or other relevant discipline or equivalent experience
  • Chartered Engineer status would be preferred
  • A current UK driving licence
